Regional city officials and consulting engineers spent a multi‑city workshop reviewing traffic models, growth projections and route alternatives for a potential Point of the Mountain freeway connector and three proposed east–west freeway alignments; no decisions were made.
Engineers told the assembled mayors, council members and public‑works staff that models using cities’ build‑out numbers show much higher travel demand than standard regional projections, and that the most direct freeway connection between Mountain View Corridor and I‑15 would require extensive work on I‑15 itself to function.
“No decision is going to be made tonight,” the meeting host said at the start of the session. The warning framed a technical briefing by Eric Randall and Josh Williams, who presented capacity estimates, origin‑destination flows and cost ranges for several alternatives.
Why it matters: the study’s full‑build scenarios show strong growth pressure across northern Utah County and nearby cities; different alignment choices shift large daily vehicle volumes between local arterials and interstate lanes, and one proposed solution would require adding collector–distributor lanes on I‑15 that planners said could increase the freeway footprint near the Point of the Mountain from about 12 lanes today to roughly 18–20 lanes in peak areas.
Consultants’ findings and figures
Eric Randall introduced an engineering analysis of a direct freeway connector from Mountain View Corridor to I‑15 north of Camp Williams. "The cost estimate that we've come up with through the engineering efforts that we did, it's about $1,500,000,000," Randall said of the approximately 1.5‑mile freeway segment. He and others warned that additional improvements — including widening bridges already under construction for Mountain View Corridor and adding collector–distributor lanes on I‑15 — would raise system costs. Randall summarized a program total, saying, "Total cost, including the freeway and the collector distributor system to make this function, is around $3,000,000,000."
Josh Williams of Hales Engineering summarized growth and model inputs. He said MAG’s (the regional travel‑demand model) 2050 projection for the study area was about 440,000 people, while the participating cities’ own full‑build responses totaled roughly 670,000. "From MAG ... the projection would be 440,000 for everybody here," Williams said. "From the answers we got back from the communities, the total came out to about 670,000." He said the study therefore analyzed a full‑build condition rather than incremental 2024 or 2050 snapshots.
Williams and Randall reviewed three east–west freeway alternatives through the north lake / Saratoga Springs area (roughly identified in the briefing as Pioneer Crossing, Pony Express Parkway and a more southerly alignment), and showed model outputs that assign between about 110,000 and 112,000 vehicles per day to a single new freeway in the base scenarios. The consultants noted that roads reach congestion well before their theoretical capacity (roughly when flows exceed 60–70% of capacity) and that some alignments would reduce traffic on Porter Rockwell and 2100 North while increasing volumes on I‑15 near the Point of the Mountain unless additional interstate capacity is added.
Concerns from elected officials and cities
Several elected officials and city representatives pressed for clearer, city‑verified inputs. American Fork’s representative Sam said the technical table under discussion was produced by a city engineer working with the technical group, but he acknowledged limitations and urged elected leaders to provide guidance to staff. Mayor Frost objected to how a summary table portraying community preferences had been compiled, saying that "that is not even my own city council's feeling... that was made by a staff that didn't come talk to us." Other mayors and council members said some city planning or population inputs in the presentation appeared to be out of date and asked the consultants and technical team to accept city‑provided corrections.
Transit and redundancy considerations
Speakers also emphasized transit considerations and the value of redundant east–west capacity. Consultants showed maps from a UDOT/Pioneer Crossing study highlighting high‑capacity transit potential along Pioneer Crossing and discussed how route selection affects transit connection to the American Fork FrontRunner station. Officials noted that a single east–west freeway alone may not provide adequate redundancy if incidents close I‑15, and that scenarios adding more east–west facilities would increase overall resiliency.
Agreed next steps
Participants reached a working consensus — not a formal vote — to update the modeling inputs and maps. City representatives asked engineering teams to incorporate corrected population and build‑out numbers, to explicitly show whether the Pelican Point (lake) connection and other assumed facilities were included in the displayed scenarios, and to add missing jurisdictions (for example, Fairfield and Cedar Fort) to the model runs and graphics. The group scheduled a next coordination meeting for April 29 to review updated outputs and to identify near‑term projects to pursue while long‑range environmental studies proceed.
What was not decided
There were no formal votes, funding commitments or approvals at the meeting. Consultants and officials repeatedly stated the session was informational: the meeting host opened by saying a decision was not expected, and multiple mayors said the environmental review (EIS) work and funding processes will dictate what can proceed.
Ending: follow‑up and schedule
Consultants will accept city‑provided corrections to land‑use and build‑out inputs, produce revised maps and model outputs showing which assumed facilities (including the lake crossing) were included, and return to the group on April 29. Officials asked that future briefings separate long‑range corridor planning (right‑of‑way preservation and EIS) from short‑term projects that can relieve current congestion and be advanced in upcoming budget cycles.
