Board hears proposal to accept donated improvements to Black Hills High baseball field; maintenance and community access remain unresolved

The Tumwater School District Board heard a staff presentation and board discussion about a donor-funded project to improve the Black Hills High School baseball field, but the board did not take formal action.

Mel Murray, the district's director of capital projects, presented the donation and explained it came to the district through the school's athletic director. Murray said the proposal requires board approval because district policy calls for board review of donations above $5,000. He told the board the donor is offering what they can contribute and that accepting the gift would obligate the district to consider long-term maintenance requirements.

Board members asked whether maintenance responsibilities — such as field dragging and ongoing upkeep — would transfer to the district and whether the community would retain access. Murray said the concerns were real and that the district could either accept the donation as offered or return with additional information and a recommended plan; he described two paths: accept the donation and proceed under terms agreeable to the donor, or direct staff to develop further details and a public plan for approval.

No motion or vote was recorded at the meeting. Murray noted the matter is governed by district policy "policy 61 and 14," which requires board approval for donations above $5,000. Board members expressed interest in exploring additional information and an implementation plan before final acceptance.

The board deferred a decision and asked staff to bring more detailed options and recommendations for how the district would handle maintenance, access, and any long-term obligations prior to accepting the donation.
