Resident raises repeated concerns about Twelfth Road mud and washboards; staff say grading and future gravel planned

During public comment, Mike Dedke of 1209 Hometown Drive, Ward 4, described Twelfth Road as “pretty slick, pretty muddy” and said mud was being tracked onto the highway and into driveways. Dedke said the road’s surface still shows washboarding and loose material shortly after grading: “They bladed it today ... that was good for probably 2 hours, maybe 30 vehicles.”
Council and staff later discussed the maintenance plan. The city reported that Steve Bloomer had graded Twelfth Road and that crews would need to work the surface over time as moisture and drying cycles allow. Staff said they had discussed sourcing a different top surface described in the meeting as “true road gravel,” which may need to come from quarries in Washington County; the transcript indicated the current quarry stocks nearby do not have that material.
Officials said the plan is to let the graded material settle and then add a harder aggregate when conditions are suitable. No firm delivery date or vendor for the replacement gravel was recorded. The city’s public-works staff also noted ongoing work on other projects: pipe installation on Eleventh Road and storm-sewer work near Fifteenth Street, both described as weather-dependent.
