The Passaic City Council on Oct. 22 formally introduced a redevelopment-plan ordinance for Blocks 3212, Lots 21 and 23 (91–95 Paulson Avenue), approved a resolution expanding the city’s bike-share program and scheduled three proposed ordinances for second reading and final vote at upcoming meetings.
Ordinance introduction and scheduling: Council members voted unanimously to introduce proposed Ordinance No. 37, adopting a redevelopment plan for Blocks 3212, Lots 21 and 23 (91–95 Paulson Ave.), with second and final reading set for Dec. 2. Two additional proposed ordinances were scheduled for second reading on Nov. 6: an amendment to restricted parking for disabled persons by New Jersey license plate numbers (No. 38) and an amendment to the city code adding a bus stop location on Lexington Avenue (No. 39). City staff said the system currently has about 25 bikes and approximately six stations; the new contract will add racks/stations and bicycles to expand availability. The resolution on the agenda awarded contracts and maintenance arrangements for the program; the council accepted Items 17–36 by unanimous roll call, which included the bike-share awards and related maintenance contracts.
Contract and maintenance details discussed at the meeting: staff said the procurement included two types of maintenance arrangements — a vendor-supplied seasonal maintenance package for rack locks and system parts and a separate local maintenance provider for day-to-day repairs. The council discussion noted a quoted seasonal maintenance line item of $13,000 for 35 bicycles three times per year (a figure raised in council questioning), and a council member questioned whether that level of maintenance spending should be compared to the cost of replacing bicycles. Staff said the seasonal maintenance price reflects company-specific materials (rack locks and branded parts) while local providers handle routine repairs.
Votes and routine items: The council unanimously approved routine communications and consent blocks (items 1–5; 6–15; 17–36) and approved payment of bills by roll call. A motion to close the public-comment period was moved and seconded and carried by unanimous roll call.
What’s next: Ordinance No. 37 (Paulson Avenue redevelopment) was set for second reading Dec. 2; Ordinances Nos. 38 and 39 were set for Nov. 6. The bike-share contracts and maintenance awards will proceed under the scope of the accepted resolutions and procurement documentation; specific vendor start dates and maintenance schedules were not finalized on the council floor.
