Planning and Zoning Commission recommends approval of plat dividing 1301 North Fourteenth Street

On Oct. 28, 2025, the Planning and Zoning Commission recommended that City Council approve a plat of survey to create a new parcel from a larger industrial property at 1301 North Fourteenth Street.
The commission voted unanimously to forward the recommendation. Commissioners Richie, Harris, Goodman, Darling, Decker and Piper voted yes on the motion to recommend approval.
City staff described the property as roughly 4.3 acres with an industrial future land use designation and M-2 zoning. Staff said the plat would create a single new lot (referred to in the staff presentation by a parcel identifier) occupying the southern portion of the site. Staff recommended approval of the plat of survey for the limited purpose of transferring ownership; any development would require a final plat and site-plan review and separate approval by the Planning and Zoning Commission and City Council.
During the presentation staff emphasized that most of the rear of the property is encumbered by utility and stormwater easements — including a water-main easement and two stormwater detention-basin easements — and that the only likely developable area is the front portion along North Fourteenth Street. "I recommend approval of the plat of survey," staff said.
Commissioners did not request conditions beyond the standard requirement that any future development obtain final plat and site-plan approvals. The applicant was identified in the presentation as Matt Thomas (with Beanster and V&K) and the owner as Herschel Parts PropCo Incorporated; staff said the immediate purpose of the plat was transfer of ownership and that proposed uses were not specified.
The commission’s action is a recommendation; final approval and any official recordation of the plat must be completed by the City Council and county recording processes. Staff also told commissioners the back half of the property consists largely of easements and stormwater areas and that additional legal documents from the surveyor had been provided before the item was placed on the agenda.
At the meeting staff announced that the next Planning and Zoning Commission meeting will be held Nov. 12 because of the Veterans Day holiday and noted the department has begun a new pre-application development meeting process with project teams.
