Norwalk City Planning and Zoning Commission approved the final plat for Valley View Plat 3 at its Oct. 27 meeting, clearing the way for a 30-lot single-family phase that will create a new street, Canyon Drive, between West Wright Road and Walnut Drive.
Commissioners voted 6-0 on a roll call to approve the final plat after a staff presentation and brief discussion about parkland and grading. The applicant, Warren County Land Company LLC, was represented at the meeting by Kevin Crawford of Cooper Crawford and Associates.
"Sure thing. You can see on the screen here, Valley View plat 3. It's the third and final phase of Valley View. It creates a new street, Canyon Drive between West Wright Road and Walnut Drive. 30 single family lots," Luke said during the staff briefing. Luke also reported that parkland requirements "have already been satisfied to the west" in a portion of the development designated as city park and that staff had done a walkthrough with no issues.
The applicant's representative, Kevin Crawford, gave his business address and said, "I have no further comments, but I'd be happy to answer any questions you might have." A commissioner asked whether the parkland proposed for this phase would be more usable than parkland previously sold back in the Brody's Landing development. Staff replied that a low-lying area at the south of the site was left rough to serve as flood/drainage capacity and that, during initial grading, developers had flattened "about an acre, acre and a half" of ground behind Lots 25 and 26 of Plat 2. Staff also said there is a trail easement across association land that could connect north-south and down to Walnut Drive, leaving options for future trail or park development.
After the discussion the commission chair called for a motion; a roll-call vote followed. The recorded votes were: Commissioner Forrest, aye; Commissioner Eaton, aye; Commissioner Henders, aye; Commissioner Zager, aye; Commissioner Samuelson, aye; Commissioner Reaganator, aye. The motion to approve the final plat of Valley View Plat 3 passed 6-0.
During general updates at the end of the meeting staff noted upcoming zoning initiations and outreach, and said a separate matter involving gates and barriers would include the fire department in a future discussion. The commission set its next meeting for Nov. 10, 2025.
