Council approves Accenture task order for Dave Irwin Community Park construction management

The Palm Desert City Council on Oct. 23 approved a task order with Accenture LLP to provide construction management services for the Dave Irwin Community Park project, after council members discussed consultant fees and internal capacity.

What passed: The motion to approve the task order passed 5–0. The item had been pulled from the consent calendar by a council member for discussion about overall administrative overhead on capital projects.

Staff rationale: Public works and capital projects staff explained that larger, technically complex projects often require an extra layer of construction management to perform extensive plan reviews, geotechnical and soils analyses, CEQA assistance, RFP support, day‑to‑day contractor oversight, quality control and final closeout. Jess Culpepper, director of capital projects, described the construction scope for other projects and said the firm’s role is to help deliver work on time and on budget.

Council discussion: One council member noted the task order’s administrative overhead appeared to equal roughly 17 percent of project costs and asked how the city is addressing internal capacity and reliance on outside consultants. Staff and the city manager said most routine projects are managed in‑house but the magnitude and complexity of certain projects make consultant support more cost‑effective than tying up an in‑house project manager full time.

Vote and next steps: Council approved the task order 5–0. Staff said Accenture will help complete preconstruction document review and provide construction‑phase management; staff will continue to oversee the contract and report progress.
