Bond program staff told the Boulder Valley School District board on Oct. 28 that the 2022 voter‑approved bond has delivered extensive work this summer, with $74.5 million in site and improvement work completed.
“Delivering that level of work in such a short window comes with its challenges and hurdles,” said Chris Stoppenhagen, BVSD executive director of bond planning. He thanked school administrative teams and facilities staff for ensuring schools opened on time after summer construction.
Progress and near‑term schedule. Stoppenhagen said phase‑2 high‑school projects continue into the next summer, phase‑3 construction documents were delivered in September and staff plan to bring contract amendments for phase‑3 projects to the Nov. 18 board meeting. Phase‑4 design RFP evaluations were nearly complete and teams would begin work in January 2026 to prepare for construction in summer 2027.
Highlights. The update included completed work at Broomfield, Centaurus, New Vista and other schools (press boxes, bleachers, flooring, mechanical upgrades, turf installation and playgrounds). Apex High School phase‑1 and -2 work was highlighted, including new career pathway classrooms and a renovated former library used for college‑and‑career supports. Solar array design for a site was reported at 90% complete with panels ordered for installation in February–March.
Community Bond Oversight Committee. Catherine Barnes, co‑chair of the Community Bond Oversight Committee, said the committee reviewed expenditures through Sept. 9 and recommended an action item for Crestview Elementary: $875,814 for roof and gutter repairs because of the condition of the roof. The committee recommended the board approve that transfer.
Board questions. Trustees asked how bond planning aligns with long‑term enrollment declines and whether projects on the phase‑4 list (many at smaller, low‑enrollment schools) should proceed. Stoppenhagen said design work was moving forward but major purchase orders and construction agreements would not be issued until staff returned with board recommendations about enrollment and scheduling; those decisions would be made later in the planning timeline.
Next steps. Staff said contracts for phase‑3 will be brought in November, phase‑4 design and preconstruction procurement will continue through the winter and the program will schedule stakeholder planning meetings at schools for summer 2026 logistics.
