Consultants say Isla Vista is ‘overparked,’ propose enforcement, infrastructure and transit changes

Julie Dixon, a consultant with Dixon Resources Unlimited, presented results of a year-long parking and mobility study for the Isla Vista Community Services District (IVCSD), summarizing survey responses, occupancy data and draft recommendations aimed at reducing chronic parking pressures and improving pedestrian, bicycle and transit safety.

Dixon said the study combined a 1,229-response community survey (collected October 2023–January 2024) with year-long field data (collected April 2023–March 2024), drone imagery and license-plate-recognition data to measure occupancy, duration of parking and spatial patterns. She said the study found occupancy well above typical industry thresholds: “When you see these numbers … we’re actually well over 100% there in the early morning hours and in the evening hours,” and that those conditions are limiting beach and park access.

The consultant identified several recurring problems: vehicles blocking driveways and sidewalks, double- and triple-parking, long-term vehicle storage beyond the California Vehicle Code’s 72-hour standard, irregular…
