Multiple Garland residents used the public‑comment period to press the City Council and staff for stronger enforcement of short‑term rental rules after repeated disruptive events at a house on Ridgetale Drive.

Residents said the property, which has been operated as a short‑term rental, has produced multiple late‑night parties, traffic congestion, noisy gatherings and suspected unpermitted interior conversions. Kristen Lucido, who lives next door, said the neighborhood documented several violations, met with police and code officers, and submitted evidence; she said the property continued to operate despite multiple recorded violations and requested that the council and staff revoke the short‑term rental permit.

Tracy Litz, another neighbor, said she no longer feels safe in her own home and described constant guest traffic and parties that have curtailed children’s outdoor play. John Dean and other speakers said they fear outside buyers and commercial operators purchasing houses and converting them into multi‑bedroom rentals marketed as party venues.

Residents described specific concerns: an unpermitted garage conversion that added bedrooms and bathrooms, overcrowding, guests parked along the block, and noise events that required police response. Kristen Lucido said the neighborhood had documented three early violations and a fourth recent noise violation but that the permit remained active.

Council members did not take action during the meeting; staff acknowledged the issue is on a future work session agenda to consider revisions and enforcement options for short‑term rentals. Neighbors asked for expedited attention and clearer enforcement authority for code and police to address what they described as an ongoing public‑safety and quality‑of‑life problem.
