Garland council confirms leadership and board appointments; names TMPA representative

At its July 8 meeting the Garland City Council made a number of internal appointments and confirmed candidates to city boards and commissions.
Council confirmed Deputy Mayor Pro Tem Margaret Luck as Mayor Pro Tem and nominated Councilmember Chris Ott as deputy mayor pro tem; both nominations passed unanimously. For the Texas Municipal Power Agency (TMPA) appointment, the council first considered Stephen Flores but that nomination failed on a 4–4 tie; the council later appointed Tom Jeffries to TMPA by a 5–3 vote.
The council also confirmed members to advisory boards including a Cultural Arts Commission appointment (Tracy Claybrook) and TIF appointment (Lucien Giambasu), both approved unanimously, and approved the 2025 Garland Youth Council roster with representatives nominated by each council member.
Mayor Dylan Hedrick and council members recognized the work of applicants and the Youth Council nominees at the meeting. The council’s actions were routine confirmations and internal leadership selections; votes were recorded on the council floor where noted.
