Bountiful council approves minutes, expenditures, lot-line adjustment and awards paving contract; budget hearings continued

Bountiful City Council on Tuesday approved several routine and project-specific items and set a follow-up date for budget votes.
At the start of the meeting, the council, presided over by Mayor Pro Tem Matt Murray, approved the minutes from its May 27 meeting and accepted expenditures greater than $1,000 paid on May and June 4, 2025, along with the April 2025 expense report. Council members voiced no objections during the roll calls reported during the meeting.
The council approved a lot-line adjustment involving properties listed as 921 and 965 Barton Court, located in the R3 single-family zone. Diane Morgan of the planning department summarized staff recommendations; the council approved the adjustment subject to conditions that included preparing final plat documents to the satisfaction of the city engineer, providing an updated title with Davis County to correct legal descriptions for Lots 507 and 508 so that a lot line no longer crosses a dwelling, and minimum lot-size adjustments: Lot 509 (Wheeler property) must be at least 11,000 square feet, and Lots 507 and 508 (Heaton property) must total more than 0.132 acres.
The council awarded a paving contract for work on 200 East (roughly from 300 North to 500 South) to Black Forest Paving. City Engineer Lloyd Cheney told the council six companies submitted bids; staff recommended Black Forest based on competitive unit pricing and the contractor’s prior work on overlay and reconstruction projects for the city. The council made the award at the unit prices in the submitted proposal. Cheney said the contractor has until the end of the construction season to complete the project, noting other work the firm must finish first.
Council members also moved and approved a continuance of the public hearings on budget items, including transfers from the Light and Power Fund and proposed water and power rate increases, to the council’s June 24 meeting. Officials said the delay was to allow the mayor to participate when the council takes final action.
No roll-call tallies with individual member votes were recorded in the meeting transcript for these motions; councilors voiced “aye” for approval on each item and each motion was declared to carry.
The council had no further business and adjourned after the motions were completed.
