Pecos council amends handbook to provide three months of city‑paid COBRA for retirees, dependents

The Pecos City Council on Oct. 25 amended the employee handbook to provide a three‑month COBRA insurance supplement paid by the city for retirees and surviving dependents.
Councilwoman Trujillo introduced the item and said the purpose was to protect surviving spouses and dependents who might otherwise lose access to employer coverage immediately upon a retiree’s death or separation. Joe Denton, an insurance consultant appearing by phone, explained that Blue Cross/Blue Shield can add a formal retiree rate class only at the policy renewal (Oct. 1, 2026). In the interim, he said the city may subsidize COBRA premiums for up to the agreed period; surviving dependents would be eligible for COBRA as long as they remain tied to the retiree’s group coverage when the event occurs.
Council discussed options including a six‑month subsidy and settled on three months as a city‑paid supplemental benefit. Members also asked staff to notify employees in writing and to post details in break rooms and other staff locations. Councilwoman Trujillo moved the amendment; Councilman Arona seconded. A voice vote was recorded and the motion carried.
Staff will draft the specific handbook language and a notice to employees; Human Resources will be responsible for implementation and will report back to council with the finalized language. Joe Denton and the consultants noted that an employer could elect different contribution terms and that the life‑insurance conversion option remains available but is separate from group coverage.
