Resident urges county review of venue permit and noise complaints at Sparrow Estate event space

Cheryl Moore, a resident near Town Fork, told the Campbell County Board of Supervisors on Oct. 7 that multiple events at a private venue commonly called Sparrow Estate have created noise, traffic, trespass and safety problems for neighbors.
Moore said one event on Sept. 20 lasted eight and a half hours; she described loud music, blinking lights, people parking across property lines near her home and a lack of on-site lighting for safe egress. She said the venue’s owners had not followed previous permit conditions, that crowd sizes exceeded an identified 150-person capacity and that neighbors had recorded meter readings higher than what venue staff reported to deputies during a call. Moore said vehicles blocked her property line and that noise and lights shook houses and caused stress for people and pets.
Supervisor Paul and other board members asked Moore to provide documentation and photos to county administration staff. Frank Rogers, speaking for staff, asked Moore and neighbors to give the county the materials so staff could review the permit conditions and enforcement history. Supervisor Paul said he and another supervisor would follow up and inspect the location with staff and asked residents to contact him the next time a similarly disruptive event occurred so deputies or staff could respond promptly.
Moore and other neighbors described earlier complaints about the venue’s property maintenance, including tall grass and an unmaintained drain field. She said a neighbor had reported being tailgated by the venue owner when the neighbor raised concerns. Moore said some neighbors had video evidence and witness statements and asked the board to pursue permit revocation if violations continued. County staff acknowledged previous communications and said further review and enforcement action would proceed as warranted by the record and code.
