The Atchison City Commission appointed City Manager Mark Westhoff and Commissioner Murphy to fill the city's two seats on the MOCAN Regional Council board.
Mark Westhoff, the city manager, explained that Atchison reestablished its membership in MOCAN in June 2025 and is entitled to two board seats. "I've been speaking with the executive director of MOCAN, and we decided to give it another shot," Westhoff said, describing MOCAN as a regional planning and economic development district recognized by Kansas and Missouri and the federal government. The council encompasses 36 municipalities and six counties in northwest Missouri and northeast Kansas.
A motion to appoint Westhoff and Commissioner Murphy was moved, seconded, and carried. Commissioners did not record a roll-call tally in the transcript. The appointees will represent the city on regional planning and economic development matters.
