Council authorizes Valley Automation contract and SCADA upgrades for water and wastewater systems

Middleburg Town Council on July 24 authorized the town manager to contract with Valley Automation, leveraging cooperative procurement, for ongoing SCADA support services and equipment upgrades.
The contract authorizes three items listed in the town's budget: $30,000 for SCADA support services, $52,651 for a SCADA-server replacement and $47,011.24 for prioritized programmable logic controller (PLC) upgrades at town facilities. Town staff said the SCADA server is at end-of-life and the PLCs are the critical hardware that runs pumps and valves at wells and treatment plants.
Town staff and Valley Automation told council the vendor has supported the town for two years and the work will improve operational reliability, security and remote monitoring. "They have been a godsend," a staff member said, adding the upgrades will be staged with the wastewater plant and Well 4 as early priorities.
A motion to authorize the town manager to enter the contract and proceed with the purchases passed on a recorded vote with all council members voting aye. Staff said the expenses were previously approved in the adopted budget and that work will proceed in phases to limit operational disruption.
Council members voiced support for moving forward to reduce equipment risk and to take advantage of the cooperative procurement vehicle cited by the vendor.
