Board hears capital projects and EV plan updates; approves Type II SEQRA determination for building improvements

The council of the SCOTIA-GLENVILLE CENTRAL SCHOOL DISTRICT received updates on capital projects completed over the summer, planned 2025 work, and a study on fleet electrification and the future of the Buchanan building. Trustees then approved a resolution finding the proposed building and site improvements a Type II action under the New York State Environmental Quality Review Act (SEQRA), a step required for state capital-aid projects.
A district facilities manager summarized summer work at Lincoln, including near-complete secure vestibule work, replaced air handlers and boiler equipment, new library mechanical units, cabinetry and counters and classroom heating repairs. Work continues on secure vestibules and finishes in several buildings; delivery of some materials is delayed with ship dates announced in stages.
The facilities presenter named the construction team that worked over the summer: Tim Keneen; John Bars (Bass Hatfield); Ken McMillan (De Gezaer); Steve Calabrio (Clune Electric); Dave Pearl (Tri Valley); Nate and Max (Stark); John Tranner (ESC); Ricky Neto (Day Automation); and noted coordination with building owner John Giannetti and others.
On the district’s EV and fleet electrification work, the board heard that a study is under way to analyze building conditions and siting for chargers and to identify potential reuse or sale options for the Buchanan building. The district said it plans to prepare a request for proposals to seek a buyer rather than demolish the building. The consultants will perform on-site inspections and alternative analyses; the meeting record notes an on-site inspection planned for the 30th at 9:00 a.m. and that a vendor (NYS utility program) may cover approximately 75% of study costs.
Board members asked whether the failed May bus proposition affects electrification plans. District staff said they are proceeding with design and study work to be ready for future procurement and noted a decision on the public vote timing (midyear or May) would be brought back to the board in the fall. The presenter said the district will likely return to the public to borrow for the project at a later date when timing and financial incentives can be more fully evaluated.
The board moved, and approved, a resolution finding the building and site improvements a Type II SEQRA action as part of the capital-aid project submission; the motion carried with no opposition.
Ending: Staff said the district will continue design work, finalize the EV alternative analysis, issue an RFP for Buchanan, and bring timing decisions for potential borrowing back to the board this fall.
