Committee approves forwarding design-build authorization for Canoe Run CSO tank to full council

The Governmental Operations Standing Committee voted to forward resolution 2025-R01, authorizing use of the design-build procurement method for the Canoe Run Park combined-sewer overflow (CSO) storage tank project, to the full council with a recommendation to approve.

Deputy Director of Public Utilities Robert Stone briefed the committee, explaining that Richmond operates a combined sewer system and that 2020 state legislation and a special order by consent with the state required an updated CSO control program. Stone said the Commonwealth recently appropriated $100 million in grant funding for Richmond’s CSO program, and the city proposes to apply those funds to the Canoe Run CSO storage tank. He said design-build procurement (versus design-bid-build) accelerates delivery, allows earlier price certainty through a two-step qualifications/RFP process and can reduce change orders and schedule risk. Stone noted that 2024 General Assembly changes require council approval for use of design-build or construction-manager-at-risk methods.

Procurement and finance staff joined the briefing. Renee Almeraz, director of procurement services and interim DCAO for finance, told the committee the design-build approach allows earlier contractor involvement, reduces downstream change orders and supports price certainty, which is important given the need to obligate state funds promptly.

The committee opened a public hearing; no members of the public spoke. A committee member moved and another seconded advancing the resolution to the full body. The committee then voted: Vice Chair Aberbacher — Aye; Chair Jordan — Aye. The motion passed and the resolution will go to the full council for final action.

Stone said staff will hold community briefings and work with Recreation and Parks on park restoration approaches as construction planning continues.
