The Plan Commission approved a conditional use permit Tuesday allowing Lucidity Arts to operate a tattoo studio at 1218 The Strand, a property in the B1 neighborhood business district.
Charlie (planning staff) presented the application and noted tattoo parlors are not an enumerated permitted use in B1 but that staff considered a tattoo studio similar in neighborhood impact to a beauty shop or barber and recommended approval. The applicants indicated they would relocate from Hartland; staff said Lucidity Arts currently operates two tattoo artists and could expand to three at the Strand location.
Staff recommended conditions including that the business obtain an occupancy permit before operation, any necessary building permit or change‑of‑use analysis be completed if alterations occur, applicable sign permits for new signage, the conditional use permit apply only to Lucidity Arts (a future different tattoo business would need its own CUP), and any expansion beyond the described scope would require additional review.
Commissioners moved and seconded approval subject to staff recommendations; no members of the public spoke at the hearing and the motion carried.
