The Planning Commission reviewed a preliminary-plat modification for the Arbors at Autumn Ridge on May 27 asking to remove a previously required concrete trail along the rear of lots adjacent to the CSX railroad line. Staff said the subdivision had previously provided an amenities package that exceeded the prior zoning code minimums, and that the city’s bicycle and greenway plan no longer requires an immediate connection at that location. Staff supported the developer’s request on the condition the developer reserve the strip as a public-access easement should the city later decide to construct a trail in that location.
Donnie Cameron, representing the applicant, said he was available to answer questions. Commissioner Groeninger and others voiced safety concerns about a trail that led directly to railroad tracks; Groeninger asked whether the planned trail surface would be concrete and staff confirmed the path had been proposed as a concrete path. Mayor Fitterer and other commissioners said they were comfortable letting staff place the item on consent given the applicant’s agreement to reserve the easement and staff’s determination that removing the immediate construction obligation would not impact the greenway plan’s completeness.
