Wendell — The Town Board approved several administrative items Monday, including contracting authority for a cemetery master plan and a brownfield task order to continue environmental testing in the downtown redevelopment area.
Cemetery master plan contract
Staff presented a recommendation to rank and negotiate with W. C. Fry LLC to design a master plan for the town’s nearly 6‑acre Greenmount Cemetery. Planning staff said the FY25 budget includes $25,000 for design services and recommended the town manager be authorized to negotiate and execute a contract with the top‑ranked firm. The board voted in favor of authorizing the town manager to negotiate and sign the contract.
Brownfield site assessments (Task Order 15)
The board also approved Task Order 15 under the town’s master services agreement with Geosyntec. Staff described the work as a site‑eligibility determination and a Phase II environmental site assessment, plus lead‑ and asbestos‑containing material surveys and a site‑specific quality assurance project plan for the West Fourth Street block. Staff said the work is budgeted under the town’s EPA brownfields grant and the task order is a not‑to‑exceed amount of $19,354. The motion to approve the task order passed.
Agenda motion
At the start of the meeting the board voted to adopt the agenda with the removal of item 6c. That motion carried by voice vote.
Why this matters
The cemetery master plan will guide preservation and improvements to a long‑standing town property; brownfield assessments are part of the town’s effort to identify environmental constraints and reduce barriers to downtown redevelopment. Both approvals move staff toward negotiated contracts and field testing that will inform future project decisions.
Next steps
Staff will negotiate the cemetery design contract with W. C. Fry LLC and will execute the Geosyntec task order. The town manager has authority to sign both documents following the board’s approvals.
