City rolls out revamped Access Westminster portal and previews new website; manager details office reorganization

City Manager Andrew Andrews and communications staff briefed the Westminster City Council on Feb. 24 about a recent overhaul of the city’s resident-service portal and plans for digital engagement and internal reorganization.
Access Westminster: Andrews said the city launched an overhauled Access Westminster last week. The geo-based portal includes a mobile app that allows residents to report issues, attach photos and geolocate requests. Andrews said the system can route requests automatically to adjacent jurisdictions when appropriate and that early reports indicate the integration is working well.
Website and communications: Communications Manager Andy Latt said the city will launch a new ADA-accessible, mobile-friendly website; later in the meeting he gave a target go-live date of March 18. Latt said the communications team will continue combining digital tools with mailings and in-person outreach for high-touch community issues.
City Manager’s office reorganization: Andrews described a significant organizational change. He said the City Manager’s Office headcount decreased from 59.6 positions in 2024 to 16 in 2025 as a result of reassigning several work groups (city clerk’s office, municipal court, city hall operations, policy and budget office) out of the manager’s office and focusing the office on administration and communications. Andrews said the office’s budget decreased from about $2.2 million in 2024 to about $1.75 million in 2025.
Other items: Andrews also announced a 2025 economic profile, forthcoming lighting upgrades at Countryside Courts (tennis/pickleball) and neighborhood job-fair dates. He noted the March 3 study session will focus on housing and include reports on the rental-housing inspection program and Colorado Legal Services’ landlord-tenant program.
