The Salinas Historic Resources Board received an update that City Council authorized the city manager to negotiate and execute a contract with Page & Turnbull to complete a citywide historic resources survey and recommended selection of the more robust Option B.
Staff said the proposal included two options: Option A (baseline survey) and Option B, which adds a more detailed historic context statement useful for future planning and analysis. City Council approved Option B and the draft timeline staff provided projects a roughly 18-month effort to complete the updated citywide survey and context statement. The full contract figure presented in the packet was $363,954; staff noted the proposal included optional outreach items priced at $21,840 for outreach and $10,440 for an additional public hearing, and a contingency line of $46,364 (roughly 15%). Staff also said some consultant tasks could be reduced if city staff or the Historic Resources Board take on parts of the outreach, potentially lowering consultant costs.
Board members asked for examples of the DPR 523 documentation form Page & Turnbull planned to use for individual property records and requested early coordination so the board can review preliminary property lists and catch significant omissions before the final deliverable. Staff committed to sharing sample forms and earlier-stage lists as they become available. Staff also confirmed the final deliverables will be made publicly accessible online (searchable database) once completed, though the board discussed that a printed book could be produced separately in future if desired.
Staff noted the consultant work was taken on consent by council on Dec. 3 and the next step is finalizing and executing the contract to initiate fieldwork. The board discussed translation and outreach needs and asked staff to consider Spanish-language outreach; staff said translation was not in the current scope but that it was a recommended addition to pursue.
Key numbers mentioned during the discussion included an approximate 15,500 parcels in Salinas built before 1980 and that the 1989 survey had identified about 104 resources in its more limited geographic scope.
