Council limits EV-charging parking to four hours after complaints about long-term use

The Guadalupe City Council on Jan. 28 approved a parking restriction at city electric-vehicle charging stalls that limits parking at the chargers to a maximum of four hours.
Council considered prior public complaints that cars were occupying the two existing slow chargers — particularly at the Veterans Memorial parking lot and the senior center — for long periods, sometimes overnight. Jeff (city staff) presented a draft resolution to add a time limit; staff and Chief Michael Cash discussed enforcement options and signage. The city attorney revised the resolution language during the meeting to set an equitable maximum of four hours. Staff and the police chief said enforcement would initially rely on citations and public outreach; towing is possible but would require a separate towing policy and resource review.
Council also discussed charging upgrades: staff said the city is installing faster chargers at the Amtrak station that will include billing, so users will be charged for station time. For the two existing slow chargers, staff said billing is not currently in place but the council asked staff to explore metered/paid charging for future installations.
On a roll call, the council adopted Resolution 2025-11 establishing the four-hour maximum for EV charging stalls and directed staff to prepare signage and an enforcement plan.
