The Guadalupe City Council on Jan. 28 adopted a resolution approving a tentative parcel map to divide a 0.53-acre property at 64718 Guadalupe Street into two parcels.
Planning staff explained the request from property owner Carlos Castaneda would split a 23,074-square-foot parcel into a 9,419-square-foot parcel (parcel 1) containing the single-family home and a 13,655-square-foot parcel (parcel 2) containing three duplex buildings. Staff said the subdivision meets the city’s subdivision ordinance, development standards and minimum lot-size requirements and qualifies for a Class 15 CEQA exemption for minor subdivisions.
Staff pointed out a policy tension with the city’s general plan (downtown mixed use / central business district overlay). The planning presentation noted that while the lot split complies with zoning and subdivision regulations, creating smaller lots could reduce the likelihood of future higher-density redevelopment envisioned in the 2042 general plan. Planning staff also noted competing general-plan policies that seek to protect existing affordable housing; the parcel split could support the applicant’s goal to continue existing housing for seven families.
An applicant representative, identified as Christina, spoke in favor of the map, saying the project aligns with state housing laws (she cited Senate Bills 9 and others) and that the owner intends to keep the existing rental units while selling the single-family home to a farmworker family for an affordable price. Christina said the owner’s budget for the transaction is about $75,100 and that the property owner praised city staff assistance through the process.
After public comment, the council adopted Resolution 2025-06 approving Tentative Parcel Map 2024-036 (city file 2024-036-LS) and the CEQA exemption. Roll call showed Council members present voted in favor; Council member Acosta (Costa) Junior was absent at roll call.
