Council approves Tech 1 4th subdivision and rezoning in southeast Kearney

The Kearney City Council approved the Tech 1 4th subdivision, rezoning the property to Business Park (BP) district and adopting the final plat and subdivision agreement for a four-lot subdivision south of 56th Street and west of Chase Avenue.
Consultant Craig Bennett of Miller and Associates presented the plan, describing the 30.18-acre site that “is kind of wrapping around that substation” and saying the proposal removes the PD overlay from an existing BP-PD parcel to make the lot BP zoning only. He told the council the site has established infrastructure: a 16-inch water main that can be extended and sanitary sewer that can be connected and extended from Chase Avenue, and that stormwater will be directed to the NRD outfall channel and managed with on-site detention for individual lots.
Bennett said the parcel has some area within the FEMA 1% annual-chance floodplain (the former “100-year” zone) but that most of the land sits outside the flood zone and that the existing outfall channel confines the 1% flood area. The preliminary plat shows Butler Avenue Place with an offset cul-de-sac providing access; the submission plots four lots total for the subdivision, with the larger parcel between the MPPD driveway and the street shown as a single lot for access purposes. The engineer noted that no regional detention cell is planned and that lots will provide on-site detention as they develop.
Councilmembers had no substantive objections; the council voted to adopt Ordinance No. 8715 rezoning the property to BP and to approve Resolution No. 2025-3, the final plat and subdivision agreement for Tech 1 4th. Representative roll-call votes show unanimous approval.
The approvals clear the way for the property owner to record the plat and begin extending utilities and constructing access as future lot development occurs. Bennett said the parcel has “great water infrastructure access and availability” and that sanitary and stormwater conveyance plans tie to existing systems in the area.
