The James City County Board of Supervisors recorded several formal actions during the meeting.
Consent calendar: The board approved the consent agenda, which included multiple grant awards and dedications and a reported total of $788,143 in grants approved as part of the consent calendar. The chair called for a roll call and the motion to approve carried by recorded “Aye” votes from the supervisors present. No individual item was removed from the consent agenda at the time of the vote.
2026 legislative program: The board moved to adopt the county’s proposed 2026 legislative program, which includes six new or carryover items such as a request to repeal Virginia Code §58.1-3818(c) to allow James City County to enact an admissions tax, a proposal to consider inflation in reassessment advertising, an extension of the 40-foot no-contact rule at vote centers, removal of a spending cap on school support positions, clerks’ fee distribution language changes, and support for measures to address deed theft. Contract award — HVAC (Court Support Building): The board awarded a contract of $823,162 to replace the HVAC at the Court Support Building, following staff explanation that the system had reached end of useful life and that replacement included four rooftop units and duct/control upgrades. The motion was moved and approved by roll call.
Branding/seal approval: The board approved Concept A for an updated James City County seal presented by county communications staff. The roll call on the seal motion recorded one abstention (Supervisor Larson) and otherwise passed.
Closed session and certification: The board voted to enter closed session to discuss terms of a public contract for joint operation of the Williamsburg Regional Library System with York County and the City of Williamsburg under Virginia law and later certified in open session that the closed session had discussed only the permitted subject matter. The board subsequently adjourned to its next meeting scheduled for 5 p.m. on Wednesday, November 12, 2025.
The board did not take final action on the draft data center policy, the landscape ordinance review or the Eastern State parcel land-use application; staff will return on those items as directed.
