County hears request to commit match for Victory Mansion roof grant; full replacement cost estimated at $215,000–$275,000

Jessica, representing Landmark SGA and LBN Partners, said the roof appears to be Pennsylvania black slate with a life expectancy of roughly 60 years for that material but that much of the existing slate is "probably a hundred years old plus" and shows delamination and water infiltration. She reported contractor cost estimates for a full slate reroof and related work, including replacement of copper flashing and box gutters, in the range of $215,000 to $275,000; a local slate-roof expert provided a figure under $200,000 as an alternate estimate.
Jessica said the team plans to apply for a state preservation Keystone planning grant that is a 50/50 match and that the maximum grant award is $100,000, meaning a full application would require a $100,000 county match. She confirmed the grant application deadline is March 3. The project team said they can propose a substitute synthetic slate product as an alternate but recommended using natural slate in keeping with the Secretary of the Interior's standards for properties listed in the National Register.
County officials noted limited county reserves for discretionary projects and said they would need additional conversations about providing a match. No commitment was recorded at the meeting.
