Staff recommends approval of coastal permit for Oswald residence addition in Encinitas; decision pending

City of Encinitas planning staff recommended approval Feb. 11 of a coastal development permit for an addition and roof deck to an existing single‑family home at 417 West E Street in downtown Encinitas.
The recommendation covers case CDP-007113-2024. Staff said the project proposes a 404-square-foot single‑story addition on the south side of the house and an approximately 312-square-foot roof deck above the addition. Because the site lies within the Coastal Commission’s appeal jurisdiction and the proposed work increases the residence’s floor area by more than 10 percent, the applicant applied for a coastal development permit.
Planning staff told the hearing the project would meet the applicable development standards for the Downtown Encinitas Specific Plan residential zone and that the project is exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines Section 15301(e), which can apply to additions to existing structures that do not increase floor area beyond CEQA thresholds. Staff recommended approval of the permit.
The applicant’s representative, identified as a Booker Builders representative, said the owner, Greg Oswald (not present), has previously developed on the property and that the addition is “relatively small” and intended to provide a master bedroom. "He's just trying to get a master bedroom out of his house at the end of the day," the representative said. Booker Builders said past work on nearby properties had received favorable community comments.
Staff reported the applicant conducted the required Citizens Participation Program meeting on July 27, 2024; three members of the public attended and staff said no opposition comments were received. A mailed notice of pending action was sent Jan. 30, 2025; staff said no written comments were received in response to that notice.
Hearing officer Anna Colomusi closed the item at the hearing after questions about lot slope and deck height; no public speakers addressed this item during the Feb. 11 hearing. Because the hearing did not include a final vote, staff indicated the matter will be finalized through a formal notice of decision posted after administrative checks are completed.
The record presented to the hearing includes the staff presentation, the applicant’s comments, and the Citizens Participation meeting summary; the city will include any required conditions in the notice of decision when it is issued.
