Ordinance 35:25 amends Title 11, Chapter 7 of the Boise City Code to add Section 4, the Muriel/Mario Farm Specific Plan, and establishes an effective date. Ordinance 36:25 (Car 21‑22) annexes 380.7 acres located at 7421 S. Maple Grove Road, assigns the land‑use classification SP‑04 (Muriel Farm Specific Plan) and establishes a sensitive‑lands overlay. Both ordinances direct the city engineer to lodge and file legal descriptions and maps for the annexed territory and require copies of the ordinances and maps be filed with Ada County offices and the Idaho State Tax Commission as required by state law.
During debate, councilmembers said the size and scale of the development mean the specific plan is likely to return to council with subsequent applications or amendments, and they discussed outstanding issues including regional park and local impact fees for the area. One councilmember asked staff to return with an impact fee area proposal for parks so that commercial and residential development in the annexed area contributes to park funding; staff previously reported that local park impact fees in southwest Boise have not been renegotiated since 2006 and that coordination with Ada County on impact fee proposals remains outstanding.
A formal motion to approve the ordinances passed by roll call; the transcript records councilmembers voting in favor and the mayor declaring the motion carried.
