Rhinebeck trustees approve septic repair bid, hire highway worker and authorize village signings; several permits and pay requests approved

The board approved a last-minute bid from O'Farrell Earthworks Limited to replace the police department septic system for $56,945.18, with funds coming from the village fund balance/near‑class accounts. "The total bid was for $56,945.18," the deputy mayor said during the discussion, and the board voted by voice to accept the bid after members said they considered the price fair given limited responses from bidders.
The trustees also approved hiring Robert Graham as a highway laborer at a starting rate of $25 per hour, with a start date of Nov. 20. The board voted to open recruitment for the working highway supervisor position; the advertisement will run through Nov. 7 at 4 p.m., and the trustees recommended a starting salary of $28 per hour, "however, that may be moved commensurate with experience," the deputy mayor said.
On intergovernmental participation, the board authorized a village official to sign the PRISM (Prisms/PRISM—named in meeting materials) participation contract and designated Eleanor as the village's primary contact for the program. Trustees debated the contract terms at the meeting and noted the contract allows any partner to terminate with 30 days' written notice.
Other administrative approvals included:
- Authorizing YouTube TV service at the firehouse for volunteer emergency responders. Brian, speaking for emergency services, said the service "comes in at... $84 a month." Trustees agreed the cost can be covered from the utilities line item and approved the authorization.
- Approving a peddler's permit for Boy Scout Troop 228 for an event planned Nov. 29 from 10 a.m. to 2 p.m.
- Approving a $500 refund to Tiny House Ceramics for a peddler's permit the applicant chose not to use.
- Approving vacation buyouts for two employees: employee number 10 for 80 hours and employee number 28 for 32 hours; the village clerk reviewed and confirmed available time.
