Ayon said the McFarland City Council adopted resolution 2025‑78 requesting initiation of proceedings and submitted the resolution and application materials to LAFCO staff. He asked staff to prepare a feasibility study evaluating reorganization options and to return a report with findings and recommendations to the commission at the August meeting if possible.
Staff (Kevin Knox) and commissioners discussed timing and scope. Knox said the study could examine several options: dissolution with city takeover of assets, making the recreation district a subsidiary of the city, changing how the district board is selected (for example, appointing members rather than electing them), or leaving the district as currently constituted. Knox said there is a cost associated with feasibility studies on the fee schedule and that he would write the feasibility study.
Commissioners emphasized that the pace of work depends on how quickly the district provides financial and operational records; Knox said the feasibility study might not be finished by August if information from the recreation district is delayed. No formal vote was taken; commissioners gave staff direction to proceed and agreed to return the item to the August agenda for further consideration.
