Carpenter said the initial grant was not sufficient but remaining funding from a separate, closed grant was allowed by the state to be moved into this project, fully covering the cost.
A council member asked whether the grant money would cover the entire cost; Carpenter confirmed the reallocated funds make the project fully funded. The council moved and seconded the item and voted 7-0 to approve the contract.
