Paulding County stormwater staff presented bid results for multiple rehabilitation and maintenance projects and described an emergency repair to a major transmission main.
Stormwater Manager (identified in the transcript as Mr. Jones) said the FY26 trenchless rehabilitation contract A1 includes cured-in-place-pipe (CIPP) repairs at six locations and that the county received three bids; Jones recommended awarding Contract A1 to the lowest reliable bidder, Vortex Services, in the amount of $95,865. He said funding for the project would come from stormwater general funds and the work is in Posts 12 and 4.
He recommended awarding the FY26 trenchless rehabilitation Contract B1 (three locations) to New Pipe LLC in the amount of $56,347, with funding again from stormwater general funds; project locations are in Posts 1 and 2.
Jones described a maintenance project adjacent to 256 Willow Pond Court in Post 3 consisting of a cut-and-plug, installation of a relocated 24-inch storm drain pipe, a new permanent easement, resetting a headwall, installation of two storm-sewer manholes and permanent grassing. Quotes were received under the FY25 stormwater infrastructure replacement and repair unit-price contract; the recommended award was to CSTE Incorporated at $54,159.77 with stormwater general funds as the funding source.
Separately, county staff described an emergency cut-in replacement on a 36-inch transmission main. On Sept. 26 staff discovered a failure in a tap seal and later found an 8‑inch gash in the line that required a cutout repair. County staff said the work, performed by HD Excavations & Utilities, cost $59,750 and was funded from the renewal and extension fund. Staff said they are currently inspecting 23 vaults/ports along the line and plan to present long-term corrective options to the water advisory board.
