The Duval Heights Planning Commission on Oct. 9 approved a site plan for tenant improvements at 4345 South Telegraph — the proposed tenant indicated as Chipotle — including a drive‑through and exterior repairs, but placed conditions related to outdoor seating and parking documentation.
Project architect Daniel Aversa told the commission the tenant fit would remove previous tenant branding, repair and repave asphalt, add an accessible ramp at a secondary door, replace the patio concrete and add a new pedestrian connection to the public right‑of‑way on Lehigh Street. Staff reviewers noted the submitted site package was conceptual and lacked several required details for full site plan approval: a complete outdoor‑seating layout (the application referenced a patio but did not include seating counts or separation from sidewalks and traffic), stormwater mitigation data, and parking/drive‑through stacking calculations tied to seating and floor area.
Planning staff and the city attorney advised that outdoor seating typically requires a separate public hearing and proper notice; the application had not been noticed for outdoor seating and lacked several engineering and fire/police reviews the commission normally considers. Commissioners nonetheless voted to approve the site plan with a condition that the building department verify parking counts and that the outdoor seating be submitted and approved in accordance with notice requirements and with input from police, fire, building and engineering staff.
The applicant said full construction documents and permit sets will be submitted to building and engineering departments if the planning action stands. Staff emphasized that stormwater review under Wayne County rules will apply if the redevelopment exceeds the county’s threshold for mitigation.
