Machesney Park trustees accept treasurer's report, approve warrant and consent agenda; set closed session on real estate

The Village of Machesney Park Board of Trustees on Oct. 14 approved the treasurer’s report showing $54,323,383.43 in all funds, authorized a $660,727.33 warrant and approved a consent agenda of zoning and administrative items.
The Village of Machesney Park Board of Trustees on Oct. 14 approved routine financial and administrative items, recognized a local service group anniversary and heard updates on ongoing public works projects.
Treasurer Deb Owens reported that “the treasurer's report as of 10/14/2025 reflects the total of all funds to be $54,323,383.43.” Trustees voted to place the report on file.
Trustee Aaron Wilson said the administration and finance committee recommended approval of a warrant totaling $660,727.33; the board approved the warrant by roll call. Trustee Wilson moved for approval and Trustee Sykes seconded. Roll-call votes recorded Trustees Sipes, Stromberg, Wilson, Bailey and Bogue and Mayor Johnson voting aye; Trustee Roe was absent.
The board approved a consent agenda that included seven items: first readings for zoning map amendments at 404 Pershing Avenue (Ordinance 33-25) and 7805 Shore Drive (Ordinance 34-25); first readings for a special-use permit (Ordinance 37-25) and a variance to outdoor storage fencing (Ordinance 38-25) at 9929 Gregory Road; a first reading of a text amendment to add definitions and regulations for mixed-use developments (Ordinance 41-25); the final reading of Ordinance 42-25 amending Chapter 2 procedures for passing ordinances; and Resolution 69R-25 adopting the Winnebago County multi-hazard mitigation plan. The consent agenda passed by roll call with a quorum present.
Clerk Chris Coletzas read a proclamation recognizing the Loves Park Lions Club’s charter date of Oct. 23, 1950; the club’s anniversary was acknowledged during the meeting. (The proclamation cites the 1950 charter date presented to the board.)
Village Engineer Chris Topkin provided public-works updates: Illinois Department of Transportation work on Route 251 is progressing, with block installation pending at the Harlem intersection; the village’s salt-storage building has roof trusses set and work ongoing on storage bays, fencing and electrical; and pavement maintenance operations are nearly complete for the season. Topkin also said MetroNet construction work in the village is “about 90% done” and that field work is expected to mostly wrap up by November, with final record drawings and GIS entries pending.
Deputy Chief Josh Gester reported the public-safety department received two new squad cars the prior Friday. Trustee Schromberg said the public improvements and safety committee recommended three driveway-variance ordinances for the Nov. 3 meeting. Administrator James Richter and Attorney Tom Green had no substantive reports.
The board voted to enter closed session under the exemption cited on the record (statutory citation provided during the meeting) to discuss the purchase or lease of real estate property; the motion to go into closed session was moved by Trustee Wilson and seconded by Trustee Bailey and approved by voice vote.
