Machesney Park approves first readings for standalone garage and size-variance ordinances despite staff concerns

The Village of Machesney Park Board of Trustees voted to pass first readings of two zoning measures — Ordinance 35-25 and Ordinance 36-25 — at its Oct. 14 meeting.
Ordinance 35-25 would allow the construction of an accessory structure on a lot without a principal structure; Ordinance 36-25 would grant a variance from size restrictions for that accessory structure. Village staff told trustees they did not recommend allowing an accessory structure where no principal structure exists because of concerns about future use and storage. Planning staff said the applicant intends to use the building for personal storage and would add a driveway. Planning commission and committee consideration produced mixed results: the planning commission vote was 2–3, and the planning and economic development committee voted 2–4 not to recommend approval.
The proposed garage would measure about 1,680 square feet and be roughly 25.5 feet tall, exceeding the village height limit by about four feet. No residents attended the planning commission hearing; two nearby residents spoke against the variances at the planning and economic development committee meeting, according to staff reports presented to trustees.
Trustee John Lisonbee moved to approve Ordinance 35-25 for first reading with Trustee Sykes seconding. Roll-call votes on Ordinance 35-25 were: Trustee Sipes — Aye; Trustee Stromberg — Aye; Trustee Roe — Absent; Trustee Wilson — Aye; Trustee Bailey — Aye; Trustee Bogue — Aye; Mayor Johnson — Aye. The motion passed.
Trustee Aaron Wilson moved to approve Ordinance 36-25 for first reading with Trustee Bailey seconding. Roll-call votes on Ordinance 36-25 were: Trustee Sykes — Aye; Trustee Stromberg — Aye; Trustee Roe — Absent; Trustee Wilson — Aye; Trustee Bailey — Aye; Trustee Bogue — Aye; Mayor Johnson — Aye. Ordinance 36-25 passed for first reading.
During discussion Trustee Bailey, whose district includes the property, said he had spoken with neighbors after the previous meeting and received what he described as “no negative feedback” and would vote in favor. Village staff reiterated their concerns about allowing a standalone accessory structure in a residential neighborhood; staff nonetheless recommended approval of the size variance if the standalone accessory was permitted.
Both measures passed first reading; the board moved on to public comment and later recessed into closed session.
