North Las Vegas council adopts budget augmentation, approves rezoning and donates fire apparatus; three appointments confirmed

The North Las Vegas City Council on June 18 approved a fiscal year 2024–25 budget augmentation, adopted a zoning ordinance for a small parcel, approved donation of fire equipment to a nonprofit firefighter group and confirmed three appointments and reappointments.

The council adopted Resolution No. 27,41 to augment the 2024–25 budget. Justin O’Brien, budget manager for North Las Vegas, described the augmentation as a regular compliance filing required by state law and said it is driven largely by grants and capital project rollovers. "What is a budget augmentation? Budget augmentation is something, that we present to council every year as required by NRS," O’Brien said. He told the council the augmentation totals about $127.3 million, with roughly $68.3 million in governmental fund adjustments and about $58.9 million in proprietary fund adjustments; staff told council roughly 79% of the adjustments relate to grants and project rollovers.

The council voted to adopt the augmentation after a public hearing; no public speakers addressed the item and the motion passed.

On a zoning item, the council approved ZN-042025 and adopted Ordinance No. 3,247 to reclassify about 1.71 acres (parcel specifics in the staff report) to an urban zoning designation. Mark Mulhall, representing the applicant, said the property and its operations have been in place for decades and that the application does not increase operations or customer traffic. A nearby resident, Marshelle Walker Smith of 4539 Cradle Cliff, raised a traffic concern, saying the adjacent Simmons Street can be crowded and that "sometimes it takes me 5 to 10 minutes to get out" of her driveway; applicant counsel and staff told the council the property has fronted Simmons Street since the 1960s and that the application does not change driveway access or add customers. The item passed after the public hearing.

The council also approved Resolution No. 27,39 to permit donation of fire apparatus and equipment to a nonprofit firefighter group referred to in the agenda as Bomberos Latinos. Deputy Chief Ben Erickson said the city’s decommissioned apparatus can provide a second life for agencies that need them and that donated vehicles are driven to the border where receiving agencies accept legal responsibility. The council voted to approve the donation; staff said they will provide follow-up information about final recipients and transfer procedures upon request.

Appointments confirmed at the meeting included the appointment of David Jackson to the Utility Advisory Board (term through 11/30/2026) and the reappointment of Councilmember Isaac Barone to the Clark County Regional Flood Control District and to the Regional Transportation Commission of Southern Nevada (terms through 11/30/2026). Council members made the motions and the votes were recorded as passing.

Other agenda housekeeping: the council approved the meeting agenda and consent agenda (items 2–14) and continued items 16 and 17 to the July 16, 2025 meeting. A batch of building- and safety-code ordinance updates (multiple International Codes and national code adoptions) were listed as "ordinances for introduction only" and read into the record for first-reading consideration at a later date.

A staff reminder: the city will publish statutorily required budget-notice forms and supporting detail for the augmentation; O’Brien said public documentation is available through the Department of Taxation process the city follows.

The council adjourned after a second public forum; two nonagenda comments were noted (a thank-you to a federal representative and a parking-sign request that was referred to Public Works).
