Technology commission hears operational updates: HBS contract ended, Motorola cloud cameras live, 365 migration set for Oct. 31

IT presented several operational updates including termination of an HBS surveillance contract, completion of Motorola squad- and body-camera cloud onboarding, Microsoft 365 domain migration with YubiKey two-factor authentication planned for Oct. 31, Veeam cloud backup subscription, and Water Utility VMware upgrade.
At the Oct. 22 meeting the Technology Commission received a series of operational updates from the IT director covering surveillance, cloud migration, backup and utility virtualization.
HBS contract termination: Matoski said the city has terminated the HBS CollabGuard support contract for the video surveillance system (annual cost previously ~$18,000) and will assume maintenance internally; the contract exit carried a $1,677 fee and freed roughly $17,009 of capital that IT plans to apply toward other needs.
Motorola body and squad cameras: The Franklin Police Department completed deployment of 32 body cameras and new in-vehicle cameras. The system now uploads squad camera video to Motorola's cloud at station transfer points. Matoski said the Motorola deployment "did a fantastic job" and the department intends to decommission the on-premise watchcard system within 90-120 days.
Microsoft 365 migration and YubiKey rollout: The city will migrate from a legacy franklinn t domain to a new muni.franklinwi.gov Active Directory and Microsoft 365 tenancy on Oct. 31, 2025. All users will use FIDO2/YubiKey hardware tokens for two-factor authentication and will sign in without passwords after migration. Matoski said the YubiKey approach meets CJIS AAL3 authentication requirements. Shared accounts and some legacy accounts will remain in the older domain as a transitional measure.
Veeam backup cloud: Matoski explained the city will subscribe to a Veeam Backup Cloud service for Office 365/email and on-prem backups; he said cloud backup licensing and object storage combined were approximately 40% less than a fully licensed on-premises Veeam server for the same scope and that cloud backup is mandatory for the Microsoft 365 enrollment.
Water Utility VMware upgrade: The Water Utility will upgrade from VMware 6.5 to VMware 8 and rebuild SCADA-related VMs on Windows Server 2025 images. Matoski confirmed SCADA and control systems remain isolated from the general network and that SCADA monitoring VMs will be rebuilt and joined to the new muni domain as part of the upgrade.
Ending: Commissioners noted the items as generally positive progress but reiterated concerns about resourcing and testing for future projects; Matoski reiterated the need to monitor bandwidth usage as cloud adoption increases and to plan targeted upgrades for ECC and police uplinks if saturation occurs.
