Board approves personnel changes, two policies, equipment purchase and authorization to seek engineering bids

At its meeting, the Platte County School District #1 Board of Trustees approved a package of personnel actions and several policy and procurement items by voice vote and moved into executive session for personnel matters.

The board approved the personnel hiring, resignations and nominations listed on the meeting agenda, including the designation of a middle-school FFA assistant/adviser position (the board and staff clarified that state FFA rules required the position be listed as an assistant because the named adviser is not teaching an agriculture class at middle school). Board members said some pay or assignment adjustments may be amended to reflect midyear starts where appropriate.

On policy matters, the board approved GCG (model coding for part-time and substitute professional-staff employment) on second and final reading. The board explicitly discussed the policy's intent to allow long-term substitutes in hard-to-fill special-education positions to be paid at a higher step while not immediately receiving full benefits; staff described support arrangements and certification timelines for those hires. The board also approved policy IIBH (personal electronic devices) on second and final reading; board members said the clarified policy reduced middle-school classroom disruptions.

The board voted to approve Troy Legge, Wheatland High School principal, as an authorized signer on the district's imprest/"IMPRESS" account used for same-day activity payments. The board also approved naming Clay Becker as the district delegate to the Wyoming School Board Association annual conference.

On procurement, the board approved the purchase of a pole-vault pit from Ritchie Athletics for $22,940 and discussed ensuring equitable support for middle-school athletics alongside high-school spending. Board members noted the pole-vault pit will be a joint-use asset for middle and high school students.

The board authorized the use of major-maintenance funds to seek engineering proposals for HVAC work at the Glendale school (referred to in materials as the Glendale rooftop-unit replacement) and for the Libby building HVAC system. Staff said the vote authorized solicitation of engineering proposals and would be followed by a later approval step to award contracts; staff noted the state's major-maintenance program process and that engineering proposals could range roughly in the tens of thousands of dollars (estimates discussed during the meeting but not formally adopted). The board also discussed the high-school sewer/plumbing issue and said engineers' bids for that project are expected in the coming weeks.

Finally, the board voted to enter executive session under Section 16-4-405(a)(ii) for personnel matters.
