Orange County authorizes Sourcewell contracts to buy landfill equipment; staff say purchases save money over time

The Orange County Board of Supervisors authorized staff Thursday to use Sourcewell cooperative purchasing contracts to buy capital equipment for the county landfill, using a one-year contract term and requiring that the total purchase price not exceed budgeted amounts.
Stephanie Straub, assistant county administrator for operations, and George Madison, landfill manager, briefed the board on the capital project (L-1021). Straub said staff combined new and used equipment quotes and recalculated replacement cycles based on actual hourly use reported by the county’s CAT contractor; one compactor’s replacement cycle was revised to about 6.5 years from a previously estimated 15–20 years.
Straub told the board the revised package shows net savings to the landfill fund even after factoring in projected debt-service payments: “We had revised those debt payments and those cycles … so when we put in for those replacement cycles in the CIP, they will be updated,” she said, and noted the net positive included $290,000 when debt-service was included.
Why it matters: Buying necessary landfill equipment with a mix of new and used machines can reduce operating costs tied to fuel, maintenance and contractor rentals, staff said. Straub said one backup compactor that had been identified was already sold, so staff asked the board for flexibility to execute Sourcewell contracts for the available equipment.
Board action: A supervisor moved to authorize staff to execute the cooperative purchasing contracts for identified landfill capital equipment for a one-year term (effective 10/14/2025 through 10/14/2026), provided purchases did not exceed budgeted amounts. The motion was seconded and approved by unanimous voice vote.
Ending: Staff thanked Supervisors Marshall and Van Hovind for their review assistance and said they will finalize purchases under the approved contracts and reflect the adjusted replacement cycles in future budget documents.
