BZA approves New Leaf Church conditional use to meet in banquet hall at South Carroll Swim Club

The Board of Zoning Appeals approved a conditional use allowing New Leaf Church to use an underutilized banquet hall at the South Carroll Swim Club property at 1900 West Liberty Road in Westminster for worship and related Sunday school classes.
Architect Kevin Davis and church volunteer pastor Mike Lowe explained the lease and interior fit-out. Davis said the congregation typically numbers about 100 to 150 people for services and that the existing parking lot and septic capacity sized for the assembly hall and pool are sufficient. Gary Seibel, vice president of the South Carroll Swim Club, testified the club supports the church using the facility and that pool operations do not overlap with church services during the summer season.
Planning staff memos and a planning commission letter found the conditional-use request consistent with the 2014 Carroll County master plan as amended. The Maryland Department of Transportation raised no objection. The county zoning administrator recommended approval with conditions in the file; the board voted to approve the conditional use at the hearing.
A written decision will be issued within 30 days and may be appealed to the Circuit Court for Carroll County in accordance with Maryland rules.
