At its Oct. 28 meeting New Castle County Council handled a mix of introductions, routine appointments, budget appropriations and capital authorizations. The council:
- Approved the consent calendar, which included a set of appointments and reappointments to county advisory boards and commissions (R25182–R25188). The clerk recorded the consent calendar roll as 13 yes.
- Heard an introduction of multiple ordinances (Ordinance 25-130 through 25-144) that amend building codes, grant budgets, and pay plans. These items were introduced/read by title; further action on these ordinances will occur at future meetings. Separate from those introductions, Ordinance 25-145 (a moratorium related to pocket neighborhoods) was withdrawn by the sponsoring council member and will be re-drafted with Land Use staff.
- Tabled Resolution R25-189, the major land development plan for Silverview Farms, after a council member said he had technical questions to return to the Department of Land Use.
- Adopted Resolution R25-190 authorizing DWPRF financing up to $17,679,097 for the Richardson Park sewage pump station (see separate item).
- Adopted a series of individually considered ordinances and budget appropriations, each by roll call: Ordinance 25-123 (stormwater maintenance districts); Ordinance 25-124 (appropriating $32,345 for the Absalom Jones senior center grant); Ordinance 25-125 (appropriating $30,000 in DOJ asset forfeiture funds to police); Ordinance 25-126 (appropriating $60,000 to community policing from program income); Ordinance 25-127 (transfer to fund a tree removal program for seniors); Ordinance 25-129 (appropriating $300,000 for a settlement in the Department of Public Works, division of fleet operations).
- Adopted honorary resolutions recognizing local individuals and organizations (R25-191 through R25-194).
Most floor votes on the individually considered ordinances reported 13 yes votes where the clerk read a unanimous roll. Two exceptions recorded different tallies: Ordinance 25-128 (appropriating $900,000 for outside counsel and experts) passed 11 yes, 1 no, 1 not voting; Ordinance 25-129 passed with 12 yes and 1 no. Several items were enacted without public comment; where public comment was solicited, the clerk reported no public testimony online.
The meeting ended with a call for state action on expiring SNAP benefits by a council member during closing remarks and the council adjourning by unanimous voice vote.
