Council adopts ADA transition plan required for federal funding

The Speedway Town Council unanimously approved Resolution No. 2025-16 on Oct. 27 adopting an ADA transition plan for the town.
Grant Kleinheinz explained that the plan is required periodically because the town receives federal funding through the Federal Highway Administration and other programs (MPO and INDOT Community Crossings matching grants). Keeser Consulting prepared the plan, which provides high-level procedures for how the town communicates, bids projects, and requires contractors to comply with ADA accessibility standards.
Kleinheinz and councilors clarified that the plan does not itself identify specific capital improvements or commit funds to particular sidewalk projects; those items are handled through the town’s capital improvement budgeting process.
The council voted 5–0 to adopt the plan; staff said the meeting date will be inserted into the document and the plan satisfies federal requirements for September 2025.
