Ross said the two segments lie inside the Eugene urban growth boundary and total approximately 0.77 miles of right of way.
The board adopted the order after a short presentation and no public testimony. Vice Chair Seneca moved to “approve order 25Dash10Dash28DashO4 as written,” and Commissioner Buck seconded. Chair Lovell, Vice Chair Seneca, Commissioner Buck and Commissioner Trigger voted in favor; Commissioner Pat Farr was absent and excused. The clerk announced, “Aye… Motion passes 4 0 with commissioner Farr absent excused.”
Ross described the two segments: the portion of Crow Road proposed for surrender is about 0.66 miles long and was first established as a county road in 1925 with a 50-foot right-of-way; the portion of Green Hill Road is about 0.11 miles, established in 1931 with an original 40-foot right-of-way and altered in 1976 to a variable width (the majority being 80 feet). Ross said public notice for the hearing was posted Sept. 3, 2025, and that the board had set the hearing on Aug. 26, 2025.
No members of the public spoke at the hearing in Harris Hall or online, and the board closed the public hearing before taking the motion. The order transfers jurisdiction of the specified segments to the City of Eugene; the city resolution and the board order are listed in the public record attached to the agenda materials.
The board chair closed the item after the vote and thanked Ross for the presentation.
