Superintendent asks board to post early openings for teachers, principals and bus drivers ahead of new school openings

Superintendent Dr. Quinn requested board concurrence to post and reserve funds now for a set of early hires the district says it will need for upcoming school openings and splits.
Dr. Quinn said the district wants to post positions for schools expected to open or change in the next two years. Specific requests included a principal for Liberty Hill Elementary (scheduled to open in 2026), an elementary teacher for Bethel to address growth in two new neighborhoods, additional classroom teachers at Crowder's Creek to avoid ninth-teacher overloads, and early administrative hires for Roosevelt Middle and Lake Wylie High (principal, bookkeeper and athletic director).
At the middle-school level, the district asked to add teachers so teams can be formed and moved into Roosevelt Middle without losing program continuity; the district also asked to fund elective positions (band, chorus) strategically so staff can be assigned during school splits. For Clover Virtual Academy the district asked to add one teacher to separate high school and middle-school instructional teams that currently share staff with alternative programs.
Dr. Quinn also requested seven bus-driver positions to support a multi-year effort to restore earlier high-school start times and to add routes when schools split; she said buses would come from the state based on population and the district will buy some activity buses locally.
Finance staff said the “early ask” totals roughly 9.5 teacher FTEs, four administrators and eight classified positions (the eight classified positions equate to four FTEs under the district’s accounting conventions). Dr. Quinn said posting positions early improves recruitment and retention for hard-to-hire roles and allows principals to begin planning before the budget cycle.
Board members did not object to posting the positions; no formal vote was taken tonight. Dr. Quinn said the formal budget request will return in May with finalized FTEs and costs for board approval.
