City staff said existing cart paths have deteriorated to the point that carts often leave the path, creating ruts and damaging leased carts. The proposal calls to pulverize existing asphalt on the front nine, install new paths where none exist on the back nine, and install curbing to discourage off-path driving. The recommended option is a 6-foot path with curbing; staff noted USGA guidance favors widths between 6 and 8 feet for cart paths.
The total project cost is $636,000 (including gross receipts tax). Public Works staff told the commission the project will be funded with interest earned on the city's ARPA funds rather than current operating or municipal GRT revenue. Commissioner George Jones moved approval; Commissioner Tarson seconded. The motion passed unanimously.
Staff said the work will reduce turf damage and leasing costs associated with cart wear and will be scheduled and overseen by the Public Works and Parks departments.
