The Clovis City Commission reviewed a pulled consent item concerning January lodgers tax disbursements after Commissioner Casaus requested discussion about one award for the Lions Club statewide conference.
Commissioner Casaus said callers had asked why the Lions Club received $5,000 in November and then requested an additional payment that was denied; the group sought funding for "swag" items for about 100 attendees rather than an advertising campaign. Thomas Martin, chair of the Lodgers Tax board, explained the board had limited funds in the most recent round and distributed partial awards across many applicants to spread available money. He said the Lions Club had received about half of its initial request earlier and that the most recent request was zeroed out because of budget limits.
Commissioner Tarson noted Lodgers Tax scoring generally awards points for advertising that reaches outside the local area; staff clarified the 25% outside-advertising requirement applies to advertising line items and does not apply to swag-only requests. Commissioners discussed whether to supplement the board's recommendation. Commissioner Tarson moved to accept the Lodgers Tax board recommendation as presented; Commissioner Jones seconded. The motion passed unanimously.
The commission did not reallocate funds at the meeting; staff noted the Lodgers Tax board meets bimonthly and can consider subsequent requests as funds permit.
