TDA staff presented an update on single-family development in North Tulsa, reporting 30 completed homes across multiple small and emerging developers and previewing upcoming projects along the MLK corridor and near Black Wall Street Square.
Staff said the completed portfolio includes detached single-family homes and a three-unit project, with sale prices and occupancy varying by developer and block. The presentation identified developers and example sales: Sunstone Construction (1216 North Boston sold for $306,000), RE Remedies/Bill Stevens (several homes sold in the $245,000–$255,000 range), Ellison Investments (one home sold for $395,000), Potenza Homes (sales near $229,000–$239,000), and recent completions by Phelps and others. Staff said many units are three-bedroom, two-bath homes in the 1,300–1,600 square-foot range; some owner-occupied homes were larger (2,800–3,400 sq ft) when developers self-built and moved in.
Staff highlighted the East Latimer project, a cluster of 14 homes completed in phases that the presentation said has transformed the area north of Emerson Elementary School. The report listed upcoming or in-progress projects including custom and in-fill builds at 1980 North Hartford, 1605 and 1619 (with Terry Scratcher Foundation), 1905 and 1911 North MLK (Ellison), and the newly approved 2201 North Lewis.
Staff said six lots remain that are currently viable for single-family construction; additional lots could support multifamily development or commercial/light-industrial uses and will be offered separately. The presentation noted that appraised values for parcels have increased since 2020: staff said lots previously appraised at roughly $12,000–$14,000 rose in 2021–22 to around $20,000–$28,000, and several lots are now appraised near $30,000.
Staffer Billy summarized the development count, saying, “30 homes developed on TDA lots,” and walked trustees through maps showing where each developer has built. Trustees asked about lot availability, the appraisal trend and whether the TDA could prioritize higher-density projects when zoning allows; staff replied that disposition policies require appraised value unless exceptions are approved.
Ending Staff said they will continue marketing remaining lots, present architectural tweaks for new buyers at the November meeting, and expect to return with additional redevelopment agreements in coming months.
