County tests interim drainage basins near Surprise Drive after repeated blowouts

County staff told the Placerville listening session the county engaged an engineer to assess recurring drainage blowouts on Surprise Drive and installed temporary catchment basins and other measures last fall to slow flow and trap sediment.
Staff said the interim basins showed effectiveness after recent rain events; the measures require periodic maintenance to prevent sediment fill and preserve capacity. The county said the engineer advised there is no low‑cost permanent solution without acquiring property or constructing more intrusive infrastructure that would redirect historic flows and could require condemning private property.
The county reported CDOT reviewed alternatives and estimated approximately $500,000 to upsize a CDOT culvert under the highway and additional costs to upsize county culverts upstream; CDOT also proposed a large French drain and entrance closures as an alternative.
Several residents asked whether the county would help property owners build defensive berms; county staff said the county has not redirected historic flows and cautioned that if the county alters flow it would assume liability; they also said private property owners are legally permitted to defend their property from surface water, but may not unilaterally divert water in ways that harm downstream neighbors.
Staff said the county will continue to monitor the interim basins and work with CDOT on longer-term options while asking property owners to coordinate on privately built defenses.
